Declaration deadlines for the periodic private interests
A statement should be submitted by the declaring subject not later than 30 days from starting work in the appropriate authorities office.
The annual periodic statement should be submitted before March 31st of each year.
A statement should be submitted by the declaring subject no later than 15 days after the date of dismissal.
Filling in the form
The private interests declaration form should be filled in before starting, periodically, and after the dismissal from work, by the Official from page 1 to 7, and their relatives (partners, and kids in the age of majority) from page 8 to 11, only in electronic form (using a personal computer).
On submitting the declaration
The printed forms should be signed by the official and their relatives with different property, and submitted at the appropriate authority of the institution where they practice their craft, before the given deadlines.
The declaring subjects will not be accepted to submit their periodic statements of private interests directly at HIDAACI, because that is a legal obligation of the responsible authorities in the public institutions. The officials legal obligation is to submit the statement to these authorities’ office in the institution that they work.
Responsible authorities have to send the statements of periodic private interests, at the High Inspectorate of Declaration and Audit of Assets and Conflict of Interests, on the “Rruga: Reshit Çollaku Tiranë” address.
If the official, or their relative fail to meet the submission deadlines, an administrative offence from 50.000 to 100.000 lek is applied.
If the responsible authorities of the public institutions fail to meet submission deadlines, an administrative offence from 50.000 to 100.000 lek is applied.
If the official or their relative refuse to complete their private interests statements, a criminal charge is issued based on article 257 of the Criminal Code, and the subject is given a fine, or is imprisoned up to 6 months.
The hiding, or false declaration of property of the elected officials, public servants, or every other person with the legal obligation to declare, is punished with a fee or with up to 3 years of imprison.
